I was thinking of buying the Canon EF 400mm f/5.6L, but didn't know if I should just buy the Canon EF 70-200mm f/4L and buy a 2x teleconverter with it. What's a better choice? And what other lens are good under 1000.00 dollars.

Will you only be using the lens at 400mm?
If the answer is "yes", get the prime. But if you need the short focal length versatility, it's the zoom.
It has to be said though, that to maximise IQ and AF performance at the long end, a zoom lens with a 2x TC is never going to compete with the 400mm lens.
Personally, I'd buy a Canon 100-400mm and have the best of all worlds - and IS - but I don't know if you'll get a new one for a grand.
